The Consortium will encourage the notion of learning from concrete experiences. The Secretariat will administer a specific Travel Fellowship for outstanding representatives of civil society in underdeveloped countries to spend some time (at least 10 days) in an institution outside their countries in order to learn how other actors are addressing similar problems. In order to promote sustainable change, this Travel Fellowship will be oriented toward existing non-governmental institutions working in the field of security issues (public safety, citizens’ participation in prevention, crime prevention, work with inmates, etc.) and that have specific requirements concerning building institutional capabilities. At the end of the time spent in a partner institution, grantees will need to write a short essay on what they learned and produce a short visual testimony explaining concrete innovative experiences.
